Required integrations

GitHub read access or a user-provided export is needed to inspect repository evidence. The exact connection path depends on the chosen agent.

## Goal
Classify new issues, identify likely duplicates, and recommend a priority and owner without changing repository state.

## Steps
1. Read the issue and linked evidence.
2. Compare with accessible open and closed issues.
3. Classify type, urgency, and likely duplicate candidates with links.
4. Draft a recommendation and list uncertainties for a human reviewer.

## Permissions
- Read issues and public repository context only.
- Do not close, edit, label, or comment on issues automatically.

## Approval boundaries
- A human approves any write action in GitHub.
- A human chooses the final priority and owner.

## Failure behavior
- If issue history is inaccessible, state that duplicate detection was incomplete.
- If evidence is missing, mark the classification uncertain instead of guessing.
